The Law

An evolving energy landscape in NYC.

NYC Climate Mobilization Act (CMA)
The NYC Climate Mobilization Act, passed in 2019, is a set of laws aimed at reducing greenhouse gas emissions in New York City to combat climate change and promote sustainability. CMA laws include the below:

  • Local Law 92 and Local Law 94
Local Law 92 and Local Law 94 require green roofs or solar panels on all new buildings and major roof renovations, promoting renewable energy and improving urban air quality.

  • Local Law 95
Local Law 95 modifies the city's Energy Efficiency Letter Grades, making it easier for the public to identify energy-efficient buildings.

  • Local Law 96
Local Law 96 establishes a financing program (PACE) to help building owners afford energy efficiency improvements.

  • Local Law 97
Local Law 97 mandates significant reductions in carbon emissions from large buildings (over 25,000 square feet) by setting caps. The goal is to cut citywide building emissions by 40% by 2030 and 80% by 2050. Building owners must meet emissions targets starting in 2024 or face penalties.

Together, these laws create a framework for New York City to reduce its carbon footprint, advance energy efficiency, and foster a more sustainable urban environment.
